Whether it is Halloween or you need a costume for a theme party, a school play, or any other occasion, there are plenty of places in the Memphis area to buy a costume all year long. Check out the full list of these costume shops below. I am also including the shops that sell costumes strictly at Halloween time but I have notated them as such. If you know of a costume shop that I've missed, be sure to email me and let me know.
29 Florence Street
Mr. Lincoln's is arguably the most fun shop on the list. This Overton Square fixture stocks an amazing assortment of costumes and if they don't have what you're looking for, they can probably order it for you. Some costumes are also available to rent, allowing you to dress up in a professional costume for a reasonable price. Mr. Lincoln's Costume Shoppe is open year round.
Party Works has several Memphis area locations, including Winchester, Collierville, Wolfcreek, Poplar, Southaven, and Tupelo, Mississippi.
This locally owned store offers a full range of party supplies and a moderate selection of costumes, make-up, and accessories. They also offer personalized party items like banners, favors, napkins, and more. Party Works is open year round.

1250 North Germantown Parkway, Suite 106
Party City is kind of like the Walmart of special event stores. It is a one-stop-shop for all of your costume, party, and entertainment needs. They have a ton of costumes at reasonable prices--perfect for Halloween or costume parties. For a unique or high-quality costume, you will probably have better luck at one of the local shops. Party City is open year round, though they stock more costumes at Halloween than during the rest of the year.
You'd be surprised at the colorful, crazy, vintage and retro clothes and accessories that you can find at Memphis thrift stores and put together a creative costume. There are several in the Berclair area of Summer Avenue, including Amvets, Mid-South Outlet, City Thrift, and Antique Warehouse Mall, as well as Salvation Army and Goodwill stores throughout Memphis. Blues City Thrift is another option.
Discount stores such as Walmart, Target, and Kmart stock a modest selection of costumes and accessories each Halloween season. Though the selection isn't as extensive at these stores, the prices are typically lower than those at costume shops.
