Kroger, Sam's Club
For those on a budget, Kroger and Sam's Club actually make pretty tasty birthday cakes. They won't be decorated as fancy as something from a specialty bakery, but they do have several designs you can pick from. Of the two, Kroger probably has the better tasting cakes. I prefer the Kroger frosting.

Cold Stone Creamery, Baskin Robbins, TCBY
Baskin Robbins and TCBY do ice cream cakes and are both located in Little Rock, but I think Cold Stone's Ice Cream Cakes are markedly better. Cold Stone is more expensive. If you're treating a party full of 8 year olds, the fine taste may be wasted. I'd probably head to one of the other places.
